OSP ARRESTS GRA’S ACTING HEAD OF LEGAL

Freeman Sarbah Taken Into Custody as Special Prosecutor Prepises Charges Against Former Finance Minister Ken Ofori-Atta and Other Top Officials

The Office of the Special Prosecutor (OSP) has arrested Freeman Sarbah, the acting Head of Legal at the Ghana Revenue Authority (GRA), as part of its ongoing investigation into the controversial GRA–Strategic Mobilisation Ghana Ltd (SML) revenue assurance contract.

The arrest was announced by the OSP in a Facebook post on Monday, November 3, 2025. According to the anti-graft body, Mr. Sarbah is under investigation for “suspected corruption and corruption-related offences, as well as obstruction of justice.”

This development signals an intensification of the OSP’s probe into the SML contract, which has been mired in allegations of massive financial irregularities. The office confirmed it is preparing to prosecute several high-profile individuals implicated in the case by the end of November 2025.

Those expected to face prosecution include former Finance Minister Ken Ofori-Atta, and former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti. Other senior GRA officials and former advisors at the Ministry of Finance are also on the list of individuals to be charged.

Investigations by the OSP have uncovered evidence of alleged corruption, abuse of office, and blatant breaches of public procurement laws in the award and execution of the multi-million dollar SML contracts. The arrest of the GRA’s top legal officer suggests a focus on the legal frameworks and internal approvals that facilitated the contentious agreement.

The case continues to be a major test for Ghana’s fight against corruption, with the OSP poised to take decisive legal action against some of the most prominent figures in the country’s recent financial administration.
