OSP FORMALLY CHARGES KEN OFORI-ATTA, 7 OTHERS WITH 78 COUNTS OF CORRUPTION

The former Finance Minister will be tried in absentia as the Special Prosecutor moves to recover GH₵125 million in alleged "unjust enrichment" from a government contractor.

The Office of the Special Prosecutor (OSP) has formally charged former Finance Minister Ken Ofori-Atta and seven other individuals and entities with a total of 78 counts of corruption and corruption-related offences.

The charges, filed on the morning of Tuesday, November 18, 2025, follow a comprehensive investigation into alleged serious financial irregularities involving the Ministry of Finance and the Ghana Revenue Authority (GRA).

The accused include:

  • Kenneth Nana Yaw Ofori-Atta, former Minister for Finance (to be tried in absentia as he is abroad)
  • Ernest Darko Akore, former Chef de Cabinet to the Finance Minister
  • Emmanuel Kofi Nti, former Commissioner-General of the GRA
  • Rev. Ammishaddai Owusu Amoah, former Commissioner-General of the GRA
  • Isaac Crenstil, former Customs Commissioner and General Manager for Strategic Mobilisation Ghana Limited (SML)
  • Kwadwo Damoah, former Customs Commissioner and MP for Jaman South
  • Evans Adusei
  • Strategic Mobilisation Limited (SML), the corporate entity at the center of the contract investigations

Special Prosecutor Kissi Agyebeng had previously announced at an October 30 press briefing that charges would be filed by the end of November. The investigation uncovered evidence of alleged corruption leading to significant financial loss to the state.

As part of the legal action, the OSP will also seek to recover a total of GH₵125 million from Strategic Mobilisation Ghana Limited (SML), an amount described as “unjust enrichment” obtained “unfairly at the expense of the Republic.”

This case represents one of the highest-profile corruption prosecutions in recent Ghanaian history, targeting a former finance minister and senior revenue officials allegedly involved in a major contract scandal.
