Finance Minister-designate, Cassiel Ato Forson, has expressed his commitment to adopting a more proactive approach to revenue mobilization, drawing inspiration from the methods of former Finance Minister Seth Terkper.
Speaking during his vetting before Parliament’s Appointments Committee, Ato Forson emphasized the need for Finance Ministers to play an active role in revenue collection rather than leaving the task entirely to the Ghana Revenue Authority (GRA).
“I worked under Honourable Seth Terkper for four years, an astute tax practitioner. I learned from him how to actively engage in revenue mobilization. He used to meet with the authorities every fortnight, which significantly improved our revenues in a short period,” Ato Forson remarked.
He promised to replicate Terkper’s strategy and dedicate significant time to revenue mobilization efforts. Forson noted that Finance Ministers in the past have often focused on policy-making, leaving the operational aspects of revenue collection to the GRA. He believes this approach needs to change to address Ghana’s financial challenges.
“As Finance Minister, I will dedicate a considerable amount of my time to revenue mobilization. We cannot leave it entirely to the GRA; Finance Ministers must have an active role, and I will ensure that I contribute directly to improving revenue collection,” he assured the committee.
Ato Forson’s promise of hands-on leadership in revenue mobilization signals his intent to enhance Ghana’s fiscal stability and strengthen the country’s financial framework.
