PRESIDENT JOHN MAHAMA ORDERS IMMEDIATE TERMINATION OF STRATEGIC MOBILIZATION GHANA LIMITED CONTRACT AFTER OSP INVESTIGATION

President John Dramani Mahama has ordered the immediate termination of all contracts between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML), following the conclusion of investigations by the Office of the Special Prosecutor (OSP).

The directive, issued through a letter signed by the Secretary to the President, Dr. Callistus Mahama, and addressed to Finance Minister Dr. Cassiel Ato Forson, instructs the Ministry to take urgent steps to end all existing agreements with SML.

The OSP’s investigation into SML’s revenue assurance contracts with the Ghana Revenue Authority (GRA) found that the agreements lacked justification and were tainted by procurement irregularities and contractual overreach.

According to Special Prosecutor Kissi Agyebeng, the contracts were obtained through “self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”

However, SML has denied any wrongdoing. In a statement released on Friday, October 31, 2025, the company maintained that its operations were transparent, lawful, and beneficial to the state. It added that all investigations were met with full cooperation and called for discussions on the matter to be based on verified facts.

“We will present all relevant documents before the appropriate authorities. We remain proud of the work done, the controls that governed it, and the measurable value created for Ghana,” SML’s Lead Counsel stated.

The company further clarified that its services — including transaction audits, external price verification, and downstream petroleum measurement — were conducted under GRA supervision, with payments made only after independent verification of results.

This development follows similar action by the Ghana Revenue Authority in May 2024, when it terminated parts of SML’s contract under directives from former President Nana Addo Dankwa Akufo-Addo. Those components included the Transaction Audit and External Verification Service (AEVS) and certain upstream and minerals audit agreements.

The GRA also announced plans to revise the Measurement Audit for Downstream Petroleum Products contract to a fixed-fee structure while reviewing other terms related to service delivery, termination clauses, and intellectual property rights.

The latest move by the Mahama administration signals a continuation of government efforts to ensure transparency, accountability, and value for money in all public contracts.
