PARLIAMENT APPROVES 24-HOUR ECONOMY AUTHORITY BILL

Law clears path for flagship Mahama policy aimed at jobs, productivity and round-the-clock growth

Parliament has passed the 24-Hour Economy Authority Bill, 2025, paving the way for the implementation of one of the flagship economic policies of President John Dramani Mahama’s administration.

The bill was approved after several days of debate on the floor of the House, with contributions from both the Majority and Minority caucuses. It was first laid before Parliament toward the end of 2025.

The legislation seeks to transform Ghana’s economy into a system that operates around the clock through the establishment of a 24-Hour Economy Authority. The Authority will serve as the central coordinating body for the policy’s nationwide rollout.

Under the law, the Authority will be responsible for aligning public and private sector efforts, attracting investment, and ensuring that the necessary regulatory, security and infrastructure frameworks are in place to support continuous economic activity.

The 24-hour economy was a major campaign promise of the National Democratic Congress (NDC) during the 2024 general elections. Government has described the policy as a key driver of productivity, job creation and accelerated economic growth.

However, the bill attracted concerns during parliamentary deliberations. Members of the Minority cautioned that a round-the-clock economy could pose security challenges and inconvenience the public if adequate safeguards are not implemented.

In response, the Majority caucus argued that the benefits of the policy outweigh the risks, assuring the House that appropriate security arrangements and regulatory measures will accompany its implementation.

With the passage of the bill, government is now set to establish the 24-Hour Economy Authority and begin the processes required to operationalise the policy nationwide.
