The controversy stems from claims made by former Finance Minister Dr. Mohammed Amin Adam, who asserted that the 10 percent withholding tax on betting earnings was never implemented, despite the current government’s announcement of its abolition.
During a press address following the budget presentation in Parliament, Dr. Amin Adam questioned the government’s decision to abolish the betting tax, stating, “Ladies and gentlemen, betting tax that they said they have abolished—we never collected betting tax. We never implemented the betting tax.” His comments have sparked widespread backlash, with many Ghanaians questioning the validity of the tax and its collection.
Captain Planet, whose real name is Sylvanus Dodji Jeoffrey, took to social media to challenge Dr. Adam’s claims. In a post that has since gone viral, the musician demanded accountability, asking, “NPP people say they never implemented the betting tax, so who was collecting the betting tax? We need to find that person and jail them.”
The 2025 budget, presented by Finance Minister Dr. Cassiel Ato Forson on March 11, 2025, included several significant policy decisions. Among them was the abolition of the controversial E-Levy, emissions levy, and betting tax, fulfilling a campaign promise made by President John Dramani Mahama.
However, Dr. Amin Adam’s assertion that the betting tax was never implemented has cast doubt on the government’s narrative. If the tax was indeed never enforced, questions arise about why its abolition was announced and whether any unauthorized collections took place.
