MAHAMA UNVEILS TOUGH NEW CODE OF CONDUCT FOR MINISTERS: 10 KEY RULES TO CURB CORRUPTION AND PROMOTE INTEGRITY

President John Dramani Mahama has rolled out a new Code of Conduct aimed at enforcing integrity, transparency, and ethical governance among ministers and political appointees under his administration.

The 66-page document, accessed by MyJoyOnline, outlines clear prohibitions and expectations designed to prevent corruption, misuse of public office, and conflicts of interest. The move is part of Mahama’s broader promise to restore public trust and raise the standard of political leadership in Ghana.

Here are 10 of the most significant provisions:

1. Zero Tolerance for Corruption & Conflicts of Interest

Ministers are barred from engaging in or benefiting from contracts with government institutions. Any personal or business conflict with public duties must be avoided, and in cases of significant conflict, divestment or resignation is required.

2. Mandatory Asset Declaration

In line with Article 286 of the 1992 Constitution, all ministers must declare their assets—including real estate, business interests, and jewelry valued over GHS 5 million—before taking office, every four years, and upon exiting office.

3. Ban on Buying State Assets

Ministers are strictly prohibited from directly or indirectly acquiring state properties such as vehicles, land, or shares. Violation of this rule warrants immediate dismissal.

4. Restrictions on Gifts and Hampers

Gifts valued above GHS 20,000 must be reported and declared to Cabinet. The use of public funds to purchase hampers is banned unless pre-approved by the Chief of Staff and used as internal staff recognition.

5. Responsible Social Media and Public Conduct

Appointees must conduct themselves with decorum both online and offline. Public insults, attacks on the judiciary, or attempts to undermine state institutions could result in disciplinary action.

6. Strict Confidentiality on Cabinet Matters

Leaking classified documents, especially those marked “Secret,” is a dismissible offense. All physical drafts must be destroyed after use, and digital records must be securely protected.

7. Transparency in Travel and Sponsorship

All foreign travels must be pre-approved by the Chief of Staff. Any sponsorships from external bodies must be disclosed, and retroactive approvals will not be entertained.

8. No Influence Peddling

Ministers cannot use their positions to secure benefits for relatives or associates. They must recuse themselves from decisions where there’s a personal interest involved.

9. Cabinet Unity: Speak as One or Resign

Publicly opposing Cabinet decisions is prohibited. Ministers must either support the collective voice of Cabinet or resign from their positions.

10. Workplace Ethics and Anti-Harassment

Ministers are required to foster safe, respectful work environments, prevent all forms of harassment, and avoid nepotism in their appointments.
